La Estrategia Europa 2020 recogida en el documento “Europa 2020: Una estrategia para un crecimiento inteligente, sostenible e integrador” tiene por objeto garantizar que la recuperación económica de la Unión Europea (UE) después de la crisis económica y financiera se lleve a cabo a través de unas reformas para construir unas bases sólidas para el crecimiento y la creación de ocupación en la UE. Debe permitir a la UE alcanzar un crecimiento inteligente, a través del desarrollo de los conocimientos y de la innovación; sostenible, basado en una economía más verde, más eficaz en la gestión de los recursos y más competitiva; e integrador, orientado a reforzar el empleo, la cohesión social y territorial.
Esta estrategia se conseguirá a través de la consecución de los siguientes cinco objetivos principales:
- Tasa de empleo mínima del 75% para la población de entre 20 y 64 años.
- Invertir un 3% del Producto Interior Bruto en la investigación y desarrollo.
- Reducir, al menos, en un 20% las emisiones de gases de efecto invernadero, aumentando el porcentaje de las fuentes de energía renovables en nuestro consumo final de energía hasta un 20%, y en un 20% la eficacia energética.
- Reducir la tasa de abandono escolar al menos un 10% y aumentar, como mínimo, un 40% la tasa de titulados de la enseñanza superior.
- Reducir en 20 millones el número de personas que viven por debajo del umbral de la pobreza o en riesgo de exclusión social.
Estos objetivos reciben el apoyo de iniciativas emblemáticas, y “Una Europa que utilice eficazmente los recursos” es una de las siete iniciativas que forman parte de la Estrategia de Europa 2020.
Esta iniciativa emblemática pretende crear un marco político destinado a apoyar el cambio a una economía eficiente en el uso de los recursos y de baja emisión de carbono que nos ayude a :
- Luchar contra el cambio climático.
- Limitar el impacto de los recursos en el medio ambiente.
- Identificar y crear nuevas oportunidades de crecimiento económico.
- Impulsar la innovación y competitividad de la UE.
- Mejorar los resultados económicos al tiempo que se reduce el uso de los recursos.
- Garantizar la seguridad del suministro de recursos esenciales.
Otra iniciativa emblemática que forma parte de la Estrategia de Europa 2020 es la “Plataforma europea contra la pobreza”, diseñada para crear una asociación entre los diferentes grupos de la sociedad y desarrollar enfoques relativos al acceso al empleo, a los servicios básicos y la protección social, la educación y la juventud, la integración económica y social de los inmigrantes, la lucha contra las discriminaciones y el acceso a las tecnologías de la información y la comunicación.

Europe 2020: A strategy for smart, sustainable and inclusive growth.
The Europe 2020 Strategy set out in the document “Europe 2020: A strategy for smart, sustainable and inclusive growth” aims to ensure that the European Union’s economic recovery from the economic and financial crisis is implemented through reforms to build a solid foundation for growth and job creation in the EU. It must enable the EU to achieve smart growth, through the development of knowledge and innovation; sustainable growth, based on a greener economy, more resource-efficient and competitive economy; and inclusive growth, aimed at strengthening employment, social and territorial cohesion.
This strategy will be achieved through the attainment of the following five main goals:
- Minimum employment rate of 75% for the population between 20 and 64 years old.
- Invest 3% of Gross Domestic Product in research and development.
- Reduce greenhouse gas emissions by at least 20%, increasing the share of renewable energy sources in our final energy consumption to 20% and energy efficiency by 20%.
- Reduce the school drop-out rate by at least 10% and increase the rate of higher education graduates by at least 40%.
- Reduce by 20 million the number of people living below the poverty line or at risk of social exclusion.
These goals are supported by flagship initiatives, and «A Europe that uses resources efficiently» is one of the seven initiatives that are part of the Europe 2020 Strategy.
This flagship initiative aims to create a policy framework to support the shift to a resource-efficient, low-carbon economy that help us :
- Fight against climate change.
- Limit the impact of resources on the environment.
- Identify and create new opportunities for economic growth.
- Promote EU innovation and competitiveness.
- Improve financial results while reducing resource use.
- Ensure security of supply of essential resources.
Another flagship initiative that is part of the Europe 2020 Strategy is the «European Platform against Poverty», designed to create a partnership between different groups in society and develop approaches to access to employment, basic services and social protection, education and youth, economic and social integration of immigrants, the fight against discrimination and access to information and communication technologies.
